When you are a powerful person like a Governor people practically throw money and goodies at you. Generally, you have to throw something back. Sometimes you throw back a job contract or a political endorsement. Sometimes it's a seat in the U.S, Senate. It's a good living if you're smart enough to pull it off without getting caught.
